SECTOR SCHEME 12A/B OPERATIVE TRAINING DAY This course: Is designed for all Traffic Management Operatives involved in the installation and removal of temporary traffic management equipment on high-speed, Highways Agency roads. Duration: A one-day training course held off-site for a maximum of 12 candidates. Objectives: At the end of the course the candidates SHOULD: Understand the principles of quality assurance Be aware of the training and assessment process for a Traffic Management Operative Be aware of the Health and Safety legislation and their obligations Be aware of safe working practices Be aware of reference documentation used within the traffic management industry Be able to work as a member of a team to install, maintain and remove traffic management equipment Be able to set out a chapter 8 closure from a given datum Tests: Multi-choice question paper 30 minutes time limit Pass mark of 75% Who should attend: Trainee Traffic Management operatives within their first 6 months of employment or those that require an awareness of traffic management health & safety. Awarding Body: LANTRA AWARDS Note: This course leads to a certificate confirming that the course has been passed. Operatives have 2 years from the date of acheivement in which to complete their operative assessments and become a qualified TM Operative. SECTOR SCHEME 12AB OPERATIVE ASSESSMENTS In order to qualify as a registered TM operative under Sector Scheme 12AB, candidates must have completed the 12AB Operative Training day and received "on the job" training and gained experience with their employer. Candidates will require a 12AB Operative Logbook (usually purchased when the training day is completed) which is used to record observations of the candidates implementing temporary traffic management in their normal workplace. The logbook contains 8 units of competence, all of which require successful assessments to be recorded on 3 occasions, with each observation a minimum of 2 weeks apart. It is expected by the Awarding Body that each candidate undergoing assessment will be seen on a minimum of 5 occasions by an assessor in order to be completed as not all of the units of competence will be seen on every visit from the assessor. It is important to note that all assessments must be carried out on live works, closures cannot be put on purely for assessment purposes. Units of competence: Unit 1 - Routine checks on plant and equipment Unit 2 - Selection and loading of TM equipment Unit 3 - Access to and conduct on site Unit 4 - Placing of signs and cones Unit 5 - Temporary lighting Unit 6 - Site clearance Unit 7 - Maintenance Unit 8 - Miscellaneous tasks Certification: TM Registration Cards Will be issued by LANTRA Awards which are valid for 5 years. Renewal: Renewal prior to card expiry can be attained by attending either the 1/2 Day 12AB Refresher Course or by attending the 1 Day 12AB Operative Training course. Renewal after the registration card has expired is by attending the 1 Day 12AB Operative Training course. Traffic Safety and Control Officers Training Course Duration: This course is of 1 day’s duration and consists of approximately 6 hours of instruction with trainees, including the end of course test. Subjects Covered: The Traffic Safety & Control Officer Clients, Police, Traffic Officers, Maintaining Agents, Contractors Highways Act 1980 Traffic Management Act 2004 TSCO Roles, Responsibilities and Powers TSCO Knowledge TSCO record keeping Planning and Controlling the Works TTRO’s and Roadspace (SRWID) RCC’s and VMS Signs Reviewing the TM Method Statement Assessing Work Site activities in relation to TM plan Communicating the plan to other parties Enforcement of the TTRO Recovery Operations Abnormal Loads Emergency Planning and Liaison Emergency Routes Dealing with Incidents Emergency Traffic Management Organising and coordinating Rolling Blocks Reporting of Incidents Assessment and Certification: There is an end of course examination with a pass mark of 75%. Candidates will be issued with a Lantra Awards certificate and an application form for a TSCO Card. SECTOR SCHEME 12A/B FOREMAN COURSE This course: Is the recognised qualification for a TM Foreman as defined in Sector Scheme 12AB. A TM Foreman is qualified to oversee the implementation Temporary Traffic Management on Motorways and Dual Carriageways (above 50mph). The qualification covers both standard works or works where relaxations apply as detailed in Chapter 8 of the Traffic Signs Manual. Duration: A two-day Traffic Management Training course, held off-site for a maximum of 8 candidates. Objectives: On completion of the course the trainee MUST be able to:- Work out the traffic management layout required to facilitate access to a given works area. Work out the distances required for a range of traffic management layouts. Calculate the amount of equipment required for a given traffic management layout. Assess the standard of equipment that is acceptable to use. They should have an understanding of:- The planning required for standard works and works where relaxations apply. The different types of temporary markings that are used. The methods of constructing complex TM installations (including gated contra-flow systems). How temporary lane closures are used in conjunction TM installations. Tests: Compulsory question paper (written) 90 minutes allowed Pass mark of 75% Who should attend: Qualified 12A/B Operatives with sufficient experience wishing to upgrade to TM Foreman. Those with sufficient experience who need to obtain TSCO status (other pre-requisite qualifications are required). Awarding Body: LANTRA AWARDS 12C Operative (advance sign vehicle driver) Course The course is of two-days duration consisting of approximately 12 hours instruction and practical exercises with the trainees. objectives: At the end of the session delegates should:- Be aware of sector schemes and general health and safety at work Be aware of reference documentation relevant to Mobile Lane Closure Techniques. Be able to conduct pre-works checks on MLC advance warning vehicles and trailers. Understand the roles and responsibilities of MLC operatives Understand the principles and practical techniques when using the Mobile Lane Closure Technique The topic areas to be covered are:- Quality assurance and sector schemes Training and assessment requirements Health and safety legislation Reference documentation Vehicle and equipment specification and maintenance Communications roles and responsibilities MLC principles and practical techniques Traffic Management Training Programme: Day 1 This consists of the delivery of the power point presentation and theoretical instruction using desktop models where applicable to demonstrate the principles when using mobile lane closure techniques. Day 2 Consists of practical on site training putting into practice the areas of theoretical training covered on day one. Instructors will require the assistance of a qualified supervisor to drive and operate the block vehicle when conducting the practical training. Awarding Body: Lantra Awards This Sector Scheme Document details the Quality Assurance requirements and occupational competencies for temporary traffic managment on rural and urban roads. The qualifications cover all types of Temporary Traffic Management on Rural and Urban Roads (ie all Single Carriageway Roads and Dual Carriageway Roads restricted for 40mph or less). Companies implementing TTM measures on Highways Agency roads will need to be accredited to the Sector Scheme specification as a condition of contract. Other Highways Authorities are also specifying the training and assessment detailed in the Sector Scheme as a requirement for any company installing TTM measures. Operative Qualification Details: MWO (Moving Works Operative) - For Operatives carrying out moving works (works of 10 minutes duration or less) on single carriageways not requiring positive traffic control. This qualification is gained by attending a ½ Day training course (T1). On successful completion of the course a TM Registration Card will be issued with the designation MWO. RTMO (Registered TM Operative) - For Operatives required to work on single carriageway roads will require a one day training course (T1 & T2) followed by a series of assessments (1 yard based and 2 on live sites) recorded in a Logbook. Once the training course and assessments are successfully completed a TM Registration Card will be issued with the designation RTMO. Additional Modules: Prior to adding any of the following additional modules candidates must either already hold RTMO status or as a minimum will have completed training course T1 & T2 and be working towards their RTMO qualification. RTMO (M3) – Dual Carriageway Working (40mph or less) - For Operatives required to work on Dual Carriageway roads restricted to 40mph or less. Requires 1 day training course (T3) followed by 3 further assessments on live sites. TM Registration Card will be issued/updated to include the designation RTMO (M3). RTMO (M4) – Convoy Working – ½ Day Theory followed by assessment carrying out Convoy Works on a live site in the afternoon. TM Registration Card will be issued/updated to include the designation RTMO (M4) RTMO (M5) – Multi Phase Signals – 1 day comprising Theory and Practical followed by one assessment on live works which must be carried out at least 14 days after the course. TM Registration Card will be issued/updated to include the designation RTMO (M5) Supervisory & Management Qualifications: T6 – RLTMO (Registered Lead Traffic Management Operative) – 2 day course for those holding RTMO status who wish to become RLTMO. Aims to provide delegates with the necessary underpinning technical knowledge and skill to supervise a gang or gangs of operatives. T7 – Managers and Client Officers - 12D T7 is targeted at all levels of Management, Client Officers, Technicians and any person not actually installing Temporary Traffic Management, but who have responsibility for planning or monitoring works. 12D Operative Training and Assessment Programmes are available to suit your requirements and are arranged "in house", contact us to discuss your requirements in more detail. Sector Scheme 12D - T6 RLTMO This Traffic Management Training course: Is aimed at Registered Traffic Management Operatives (RTMO) as described in Sector Scheme Document 12D who wish to become a Registered Lead Traffic Management Operative (RLTMO). Duration: A two day training course held off-site for a maximum of 8 candidates. Objectives: To provide delegates with the necessary underpinning technical knowledge and skill to supervise a gang or gangs (as appropriate). Have a working knowledge of National Highway Sector Schemes. Realise the importance and relevance of health & safety at work. Have a working knowledge of the relevant codes of practice and other associated documentation when involved in traffic management. Provide evidence that they understand the differences between Chapter and the Safety at Street Works and Road Works (red book) and how these apply. Understand the risk assessment process and be able to carry out risk assessments & method statements on works involving traffic management. Be able to demonstrate their knowledge of their Supervisory responsibilities. Have the ability to assess the suitability of equipment for the use on the highway. Be able to monitor site and recommend action as conditions change. Be able ascertain when management intervention is required. Tests: On completion all delegates will be required to undertake an examination consisting two test papers which carries a 75% pass mark. Lantra Awards (the national awarding body) will issue a card to successful candidates. Refresher training is required every 5 years to keep your card valid. Sector Scheme 12D - T7 This course: Is targeted at all levels of Management, Client Officers, Technicians and any person not actually installing Temporary Traffic Management (TTM), but requiring a knowledge of basic practice of TTM on urban and rural roads. Duration: A two day training course held off-site for a maximum of 8 candidates. Objectives: To provide delegates with the necessary underpinning knowledge of temporary traffic management and the design procedures used for this within Highway Authorities, Contractors, and for other organisations who require a knowledge of current basic practice with minimum legal requirements where they apply. On completion of the course delegates will: Have a working knowledge of National Highway Sector Schemes. Interpret the requirements of ‘The Safety at Street Works and Road Works, A Code of Practice (The Red Book)’ and further guidance from ‘The Traffic Signs Manual, Chapter 8’. Consider all options available to determine the level and extent of the Temporary Traffic Management required. Demonstrate knowledge of the site risk assessment process. Have the ability to assess and determine temporary traffic layout required for a given work location, activity or operation. Understand the standard of equipment that is acceptable to use. Realise the implications of changing conditions on site. Have the confidence to liaise with site staff for appropriate remedial actions. Have the ability to confirm suitability of TTM plans prior to work starting on site. Traffic Management Training Tests: On completion all delegates will be required to undertake a written examination which carries a 75% pass mark. Lantra Awards (the national awarding body) will issue a certificate to successful candidates with the option of purchasing a card.
